Wetenschappers en studenten in Nederland roepen opnieuw op om het Israëlische apartheidsregime te boycotten

Scholars and students in the Netherlands reiterate call for a boycott of apartheid Israel

Wij zijn wetenschappers en studenten in het Nederlandse hoger onderwijs die zich verzetten tegen alle vormen van racisme, kolonialisme en onderdrukking, en wij nemen stelling tegen de voortdurende verbanning, opsluiting, onteigening, militaire bezetting, oorlogsmisdaden en het koloniale geweld gehanteerd tegen Palestijnen door de Israëlische apartheidsstaat.

Tijdens Israëlische Apartheidsweek 2022 committeren wij ons om Boycot, Desinvestering en Sancties (BDS) te promoten als een geweldloze, antiracistische vorm van verzet, in solidariteit met de Palestijnse strijd voor vrijheid, rechtvaardigheid en gelijkheid. Onze steun gaat uit naar alle Palestijnen, inclusief Palestijnen in ballingschap en Palestijnen in Nederland, waarvan sommige onze directe collega’s en medestudenten zijn.

Het idee dat er in Palestina sprake is van een conflict is tussen twee gelijke partijen is een gevaarlijke vertroebeling van de werkelijkheid van Palestijnen die onder militaire bezetting leven, in ballingschap leven nadat hun grond en huizen afgepakt zijn, of als tweederangsburgers gebukt gaan onder een systeem van rassensegregatie en onderdrukking. Mensenrechtenorganisaties als Amnesty International, Al Haq, Human Rights Watch, en B'tselem hebben, net als prominente Palestijnse en internationale wetenschappers, vastgesteld dat het Israëlische regime van onderdrukking valt onder de definitie van apartheid zoals vastgelegd als misdaad tegen de menselijkheid in het internationale recht. Een recent rapport van Amnesty International, dat aantoont hoe Israël Palestijnen behandelt als een ‘raciaal inferieure groep’, roept de internationale gemeenschap op om op te treden en zich te houden aan haar verplichting om het internationale recht te handhaven.

Sinds de petitie van mei 2021, ondertekend door zeshonderd wetenschappers en enkele duizenden studenten in Nederland, heeft de Israëlische regering haar systeem van onderdrukking verder geïntensiveerd, inclusief het doden van Palestijnse kinderen en jongeren, de voortdurende verdrijving van Palestijnen in Jeruzalem en de bouw van eindeloze illegale Israëlische nederzettingen. Daarnaast heeft Israël in oktober 2021 zes Palestijnse maatschappelijke organisaties verboden, in een poging om ze te delegitimeren en hun internationale steun te ontnemen. Ondanks dat eigen Nederlands onderzoek geen bewijs heeft opgeleverd voor Israëls beschuldigingen van vermeende links met terrorisme, heeft Nederland toch besloten om haar subsidie aan een van de zes organisaties, de Union of Agricultural Work Committees (UAWC), stop te zetten. Grassroots solidariteit daarentegen blijft sterk, zoals de scherpe toename van pro-Palestina activisme in Nederland laat zien. 

Als wetenschappers en studenten in Nederland committeren wij ons om de oproep van de Palestijnse campagne voor de academische en culturele boycot van Israël (PACBI) te beantwoorden en verder te verspreiden, om medeplichtige Israëlische academische instellingen te boycotten. Deze instellingen hebben al decennialang een cruciale rol gespeeld in het ontwerpen, implementeren en rechtvaardigen van het Israëlische koloniale regime en van de schending van Palestijnse mensenrechten.

In lijn met de richtlijnen van de BDS-beweging benadrukken wij nogmaals dat het om een institutionele boycot gaat. De boycot richt zich nadrukkelijk niet tegen individuele Israëlische wetenschappers, en ook niet tegen niet-institutionele samenwerking tussen Nederlandse en Israëlische wetenschappers en studenten.

De academische boycot is gerechtvaardigd vanwege de formele, institutionele relaties tussen Israëlische universiteiten en het Israëlische leger en andere organen van de staat die de fundamenten vormen van de bezetting en van het apartheidsregime. Israels Technion werkt bijvoorbeeld samen met Elbit Systems, een grote Israëlische wapenfabrikant die ook surveillancetechnologie ontwikkelt die wordt gebruikt door het Israëlische leger voor de apartheidsmuur in bezet Palestijns gebied. Een ander voorbeeld is dat een denktank verbonden aan Tel Aviv University de zogenaamde Dahiya Doctrine heeft ontworpen, een militaire strategie die zich richt op het gebruik van extreem geweld en het aanvallen van civiele infrastructuur, een oorlogsmisdaad volgens het internationale recht. Het Israëlische leger heeft zijn tactiek van collectief straffen tijdens de aanvallen op de belegerde Gazastrook gebaseerd op deze doctrine.

De Zuid-Afrikaanse strijd tegen apartheid heeft laten zien dat internationale solidariteit en het opeisen van rechtvaardigheid door middel van door burgers geleide, ethisch consistente boycots van groot belang zijn geweest voor het ontmantelen van een onrechtvaardig systeem.

Onze academische boycot omvat eisen gericht aan alle Nederlandse universiteiten en hogescholen.

Vanwege de morele verantwoordelijkheid van onze universiteiten en hogescholen:

1. Vragen we dat Nederlandse universiteiten en hogescholen hun academische, culturele en financiële banden met medeplichtige Israëlische academische instellingen verbreken, vanwege hun bijdragen aan Israëls regime van vestigingskolonialisme, apartheid en militaire bezetting.

   In het bijzonder eisen we dat Nederlandse universiteiten en hogescholen de volgende banden verbreken met medeplichtige Israëlische universiteiten:

   1.1 Samenwerking in, en steun aan onderzoeksprojecten, onderzoeksfinanciering en subsidieaanvragen, te beginnen met projecten die direct of indirect gerelateerd zijn aan samenwerking met Israëlische universiteiten op het terrein van militaire veiligheid.

   1.1.1 Deze eis heeft geen betrekking op onderzoeksprojecten met individuele Israëlische wetenschappers die geen officiële vertegenwoordigers zijn van medeplichtige Israëlische instellingen.

   1.2 Uitwisselingsprogramma’s voor studenten en mobiliteitsprogramma’s voor wetenschappers, bestuurders en ondersteunend personeel.

   1.3 Formele uitnodigingen aan vertegenwoordigers van Israëlische universiteiten voor academische symposia en conferenties in Nederland (de boycot heeft dus geen betrekking op uitnodigingen aan wetenschappers verbonden aan Israëlische universiteiten die geen specifieke vertegenwoordigende functie hebben).

   1.4 Financiering, gezamenlijke financiering of ondersteuning voor onderzoeksfinanciering
   

2. Wij vragen decanen en rectoren van Nederlandse universiteiten dringend om zich namens hun universiteiten publiekelijk te distantiëren van Israëls regime van militaire bezetting en apartheid, om alle medeplichtige banden te verbreken met dit regime, en om op te komen voor de rechten van Palestijnse academici en studenten. 
   

3. Wij eisen dat de Universiteiten van Nederland (voorheen de VSNU), de overkoepelende organisatie die de Nederlandse universiteiten vertegenwoordigt, zich inspant om de samenwerking van de Nederlandse universiteiten met medeplichtige Israëlische universiteiten te beëindigen, door middel van een veroordeling van de medeplichtigheid van Israëlische universiteiten in het door de staat gesanctioneerde systeem van Israëlische apartheid, militaire bezetting en vestigingskolonialisme waarmee Palestijnen onderdrukt worden.

3.1 Wij eisen dat de Universiteiten van Nederland deze instellingen er niet van weerhoudt  om zelf in te gaan op de eisen in deze petitie.         

3.2 Verder eisen wij dat uitspraken die op persoonlijke titel zijn gedaan door bestuurders van Universiteiten van Nederland niet worden begrepen of opgedrongen als de positie van Universiteiten van Nederland als geheel of als de gezamenlijke positie van de instellingen die Universiteiten van Nederland vertegenwoordigt.

3.3 Wij eisen dat Universiteiten van Nederland het beëindigen van formele institutionele banden met medeplichtige Israëlische universiteiten ondersteunt en bevordert, dwz. alle contracten, behalve contracten die alleen gaan over individuele wetenschappers, en we eisen dat Universiteiten van Nederland haar leden aanspoort om zich te distantiëren van de ernstige mensenrechtenschendingen tegen Palestijnen, en om internationale rechtvaardigheid en respect voor rechtsstatelijkheid te bevorderen.

3.3.1 Deze banden omvatten in ieder geval, maar beperken zich niet tot, alle uitwisselingsprogramma’s voor studenten, initiatieven tot onderzoekssamenwerking en financiële steun in welke vorm dan ook.

3.4 We eisen dat Universiteiten van Nederland iedere institutionele samenwerking en/of financiering stop zet aan organisaties en universiteiten waarvan is vastgesteld dat zij direct bijdragen aan Israëls militaire bezetting, apartheid of etnische zuivering van Palestijnen.

Als antikoloniale, antiracistische wetenschappers en studenten in Nederland, een historisch dominante koloniale macht die zich nog steeds met haar eigen geschiedenis moet verzoenen, zien wij onze steun voor Palestijnse rechten als onderdeel van een breder proces van dekolonisatie. Wij pleiten voor gelijkheid voor iedereen en voor een einde aan alle vormen van racisme en koloniaal geweld. Dit is een proces dat integraal onderdeel uitmaakt van ons onderwijs, onze educatie en ons onderzoek. Op grond hiervan komen wij op voor de Palestijnen en voor hun fundamentele recht op zelfbeschikking.

We are scholars and students in Dutch higher education who oppose all forms of racism, colonialism and oppression and stand against the ongoing forced exile, imprisonment, dispossession, military occupation, war crimes, and settler colonialist violence that are being inflicted on Palestinians by the Israeli apartheid state.

During Israeli Apartheid Week 2022, we pledge to promote Boycott, Divestment, and Sanctions (BDS) as a nonviolent, anti-racist form of resistance, in solidarity with the Palestinian struggle for freedom, justice and equality. Our support goes out to all Palestinians, including those in exile and those residing in the Netherlands, some of whom are our colleagues and fellow students.

The perception that this is a conflict between two equal sides is a dangerous obfuscation of reality for Palestinians who live under military occupation, in exile dispossessed of their lands and homes, or as second class citizens under a system of racial segregation and domination. Israel’s system of oppression has been found to constitute the crime against humanity of apartheid by human rights organizations such as Amnesty International, Al Haq, Human Rights Watch, and B'tselem, as well as respected Palestinian and international scholars. Amnesty International’s recently published report, which exposes how Israel treats all Palestinians as “an inferior racial group,” calls on the international community to act and comply with its duty to uphold international law.

Since 600 scholars and several thousand students in the Netherlands signed the May 2021 petition, the Israeli government has further intensified its system of oppression, including killing Palestinian children and youth, continued forced displacement of Palestinians in Jerusalem, and the construction of endless illegal Israeli settlements. In addition, in October 2021, Israel outlawed six Palestinian civil society organisations, to delegitimize them and to deprive them of international support. The Netherlands, despite its own investigation finding no evidence to substantiate Israel’s accusations of supposed links to terrorism, decided to stop funding to the Union of Agricultural Work Committees (UAWC), one of the six organisations. Grassroots solidarity, however, remains strong, as can be seen by the sharp increase in pro-Palestinian activism in the Netherlands.

As scholars and students in the Netherlands, we pledge to heed and amplify the call of the Palestinian Campaign for the Academic and Cultural Boycott of Israel (PACBI) to boycott complicit Israeli academic institutions. These institutions have for decades played a critical role in the design, implementation, and justification of Israel’s settler-colonial regime and violation of Palestinian human rights. 

In line with the BDS movement’s guidelines, we reiterate that this boycott is institutional. It does not target individual Israeli academics or non-institutional collaboration between Dutch academics and students with their Israeli counterparts.

The academic boycott is justified on the basis of formal, institutional relationships between Israeli universities and the Israeli military, as well as other state institutions that form the pillars of the occupation and the apartheid regime. Israel’s Technion, for example, collaborates with Elbit Systems, a major Israeli weapons manufacturer that also developed surveillance technologies used by the Israeli military for the apartheid wall in the occupied Palestinian territory. Moreover, a think tank affiliated with Tel Aviv University developed the “Dahiya Doctrine,” a military strategy that focuses on the use of excessive violence and emphasises attacks on civilian infrastructure– a war crime under international law. The Israeli military has based its collective punishment tactics on this doctrine during repeated attacks on the besieged Gaza Strip. 

As exemplified by the South African struggle against apartheid, international solidarity and demands for justice through citizen-led, morally consistent boycotts have been critical to dismantling systems of injustice.

Our academic boycott includes demands for all higher education institutions in the Netherlands.

As part of our higher education institutions’ ethical responsibility: 

1. We demand that Dutch universities end their academic, cultural, and financial relationships with complicit Israeli academic institutions due to their contribution to Israel’s regime of settler colonialism, apartheid, and miltary occupation.
   
   Specifically, we demand that Dutch universities end the following ties with complicit Israeli universities:

   1.1.         Cooperation in and support for research projects, research funding, and funding applications, starting with projects related directly or indirectly to the military-security field undertaken in collaboration with Israeli universities.

   1.1.1.        This demand does not apply to research projects with individual Israeli researchers who are not official representatives of complicit Israeli institutions. 

   1.2.    Student exchange and faculty mobility programs   

   1.3.        Formal invitations to representatives of (as opposed to those affiliated to) Israeli universities for academic symposia and conferences in the Netherlands.

   1.4.        Funding, joint funding, or funding support for research.
   
   

2. We urge deans and rectors of Dutch universities to publicly distance their universities from, and end any complicit ties with, Israel’s regime of military occupation and apartheid and to speak up for the rights of Palestinian scholars and students.
   
   

3. We demand that the Universities of the Netherlands (previously the VSNU), the overarching organization representing Dutch universities, work towards ending their cooperation with complicit Israeli universities via a statement of condemnation of the latter’s complicity in the state-sanctioned system of Israeli apartheid, military occupation, and settler-colonial violence imposed on Palestinians.

3.1.        We demand that the Universities of the Netherlands not prevent the institutions it represents from responding to the demands in this petition themselves.

 3.2.        Additionally, we demand that such statements as made by Board members of Universities of the Netherlands in an individual capacity not be understood or imposed as the position of Universities of the Netherlands as a whole or the joint position of the institutions it represents.

    3.3.        We demand that the Universities of the Netherlands support and promote the termination of formal institutional relationships with complicit Israeli universities, i.e., all contracts excepting those limited to the capacity of individual researchers, in order to disengage itself from grave human rights violations against Palestinians and to further the cause of international justice and respect for the rule of law.

3.3.1.        These relationships by definition would include, but not be limited to, all student exchange programs, cooperative research initiatives, and financial support of any kind.

 3.4.        Cease all institutional cooperation and/or funding afforded to organizations and universities that have been found to contribute directly to Israel’s military occupation, apartheid or ethnic cleansing of Palestinians.

As anti-colonial, anti-racist scholars and students in the Netherlands, a historically prevailing colonial power that has yet to come to terms with its history, we consider that our support for Palestinian rights is integral to the broader process of decolonisation. We advocate for equality for all people, an end to all forms of racism, and an end to all colonial violence. This is a purpose that is integral to both our teaching, education, and research. On this basis we stand up for the Palestinian people and their fundamental right to self-determination.
