The Emergency Committee for Universities in Gaza has been established to respond to the urgent call from Gaza academics to coordinate international assistance in order to reopen universities in Gaza at the earliest date. Al Aqsa University, Al Azhar University and the Islamic University of Gaza have come together to articulate their urgent priorities, which are summarised below without ranking. The Emergency Committee calls upon the support of international universities and institutions in the following areas.
Detailed damaged assessments are currently being conducted by the universities and will be reported by the Committee as they become available. Further materials will be also issued to assist in the delivery of urgent support.

1. Public Pledges to Rebuild Gaza Universities
Today we are in a battle for the future for higher education in Gaza. We can only reverse the destruction of our universities with the commitment of our friends. We therefore urgently call upon universities and international institutions to publicly pledge to work with us in rebuilding our universities in Gaza at the earliest opportunity. This will send a powerful message to Israel and the international community that any attempt to destroy our institutions will not be successful and that there will be a future for our colleagues and students.
2. Immediate Support for Online Instruction
In order to maintain education in absence of a ceasefire, we seek support to resume teaching through our own universities. The following means of assistance are required.
Volunteer Lecturers
Many university faculty have been killed, many more are injured and displaced and living in conditions that make it difficult to resume teaching. We are seeking Arabic-speaking lecturers across various disciplines who can offer their expertise online. Working with Gaza universities, volunteers will ensure that students can continue their education at their own universities and courses can be delivered by the universities themselves.
Online Hosts for Teaching and Technical Support
Effective online education requires robust technical infrastructure. We need partners to host online teaching platforms and provide technical support. In some areas, this will require training for both faculty and students in the use of these platforms, ensuring smooth and effective online instruction.
Provision of Essential IT Equipment
Access to reliable IT equipment is critical for both students and faculty to participate in online learning. We are in dire need of laptops, tablets, and internet access devices to facilitate remote education. Access to Gaza is currently highly limited but many faculty and students are now residing in exile in Egypt, where technology can be delivered.
3. Student Scholarships
Sponsorship of Student Scholarships
We seek sponsorships to cover tuition and other educational expenses in order for students to continue their education at their own universities. The war has created economic devastation for Gaza society. The collapse in tuition fee income has compounded the financial crisis Gaza universities are facing. Scholarship support is a critical way of supporting students and their universities to resume teaching and research.
Degree Completion and Payment of Outstanding Fees
Many students are now unable to graduate due to unpaid fees they are now unable to cover, resulting in millions of dollars in university debt. Financial support to cover these outstanding fees will enable students to complete their degrees and enter the workforce, contributing to the recovery and rebuilding of Gaza.
Partnerships for Continuation of Practical Education
Fields such as medicine, veterinary medicine, nursing, and engineering require practical training that cannot be fully achieved through online education. This is especially urgent for final-year students in these subjects who need access to laboratories and practical training facilities in order to graduate. We are seeking placements and visiting studentships for these students at international institutions in partnership with Gaza universities, allowing them to complete their education and obtain their qualifications.
4. Exile Student Support
Many students have been forced into exile and require support to continue their education. We seek to provide these students with access to online learning at their home universities or, where necessary and in partnership with Gaza universities, placements at institutions in host countries so they can continue their studies and eventually return to Gaza to contribute to its rebuilding.
5. Faculty Fellowships
Joint Fellowships
Collaborative fellowships with international institutions that support Gaza faculty to remain at their home universities in Gaza or working for them in exile are urgently needed. While placements at international universities provide vital assistance to faculty who have been forced to leave Gaza, in order that they do not weaken the integrity of the higher education system in Gaza, they should be undertaken in partnership with Gaza universities where possible. Partnered fellowships can help to strengthen academic programmes and the capacity of universities in Gaza, while at the same time supporting individual faculty.
6. Research Cooperation
Emergency Response
We seek collaboration with international researchers to assist with knowledge-based planning across sectors. This cooperation is vital for addressing immediate needs and laying the groundwork for long-term recovery. We welcome research partnerships with international universities and academics that serve the immediate needs of Gaza universities, its faculty and students.

Al Aqsa University
Palestinian Authority governmental university founded originally as teacher training college in 1955, renamed Al Aqsa University in 2001.

What can we do?
1) Speak out about the genocide and scholasticide in Gaza, Palestine.
2) Speak with colleagues and administrators to set up a local Palestinian solidarity committee.
3) Explore possibilities for online teaching (including in Arabic) with Palestinian partners.
4) Establish institutional partnerships with Palestinian universit(ies) to guide us, academics in Europe, in making interventions.
5) Support scholarships for students from Gaza.
6) Establish (funded) fellowships for academics from Gaza.

1. Publieke toezeggingen voor de wederopbouw universiteiten Gaza
Vandaag zijn we in een strijd verwikkeld voor de toekomst van het hoger onderwijs in Gaza. We kunnen de vernietiging van onze universiteiten alleen ongedaan maken met de inzet van onze vrienden. We doen daarom een dringend beroep op universiteiten en internationale instellingen om publiekelijk te beloven dat ze met ons zullen samenwerken om onze universiteiten in Gaza zo snel mogelijk weer op te bouwen. Dit zal een krachtig signaal afgeven aan Israël en de internationale gemeenschap dat elke poging om onze instellingen te vernietigen niet succesvol zal zijn en dat er een toekomst zal zijn voor onze collega's en studenten.
2. Onmiddellijke steun voor online onderwijs
Om het onderwijs in stand te houden als er geen staakt-het-vuren is, zoeken we steun om het lesgeven via onze eigen universiteiten te hervatten. De volgende hulp is nodig.
Vrijwillige docenten
Veel universiteitsdocenten zijn vermoord, nog veel meer zijn gewond en ontheemd en leven in omstandigheden die het moeilijk maken om het lesgeven te hervatten. We zijn op zoek naar Arabisch sprekende docenten in verschillende disciplines die hun expertise online kunnen aanbieden. Door samen te werken met universiteiten in Gaza zorgen vrijwilligers ervoor dat studenten hun opleiding aan hun eigen universiteit kunnen voortzetten en dat cursussen door de universiteiten zelf gegeven kunnen worden.
Online hosts voor onderwijs en technische ondersteuning
Effectief online onderwijs vereist een robuuste technische infrastructuur. We hebben partners nodig om online onderwijsplatforms te hosten en technische ondersteuning te bieden. Op sommige gebieden vereist dit training voor zowel docenten als studenten in het gebruik van deze platforms, zodat het online onderwijs soepel en effectief verloopt.
Voorzien in essentiële IT-apparatuur
Toegang tot betrouwbare IT-apparatuur is essentieel voor zowel studenten als docenten om deel te nemen aan online leren. We hebben dringend laptops, tablets en apparaten voor internettoegang nodig om onderwijs op afstand mogelijk te maken. De toegang tot Gaza is momenteel zeer beperkt, maar veel docenten en studenten verblijven nu in ballingschap in Egypte, waar technologie kan worden geleverd.
3. Beurzen voor studenten
Sponsoring van studiebeurzen
We zoeken sponsors om het collegegeld en andere onderwijskosten te dekken, zodat studenten hun opleiding aan hun eigen universiteit kunnen voortzetten. De oorlog heeft economische verwoestingen aangericht binnen de samenleving in Gaza. De ineenstorting van de inkomsten uit collegegeld heeft de financiële crisis waar de universiteiten in Gaza mee te maken hebben, verergerd. Het financieel steunen van studiebeurzen is een cruciale manier om studenten en hun universiteiten te helpen het onderwijs en onderzoek te hervatten.
Afronding van studie en betaling van achterstallig collegegeld
Veel studenten kunnen nu niet afstuderen omdat ze hun collegegeld niet kunnen betalen, wat resulteert in miljoenen dollars aan universiteitsschuld. Financiële steun om deze openstaande collegegelden te betalen zal studenten in staat stellen om hun diploma's af te ronden en aan het werk te gaan, wat bij zal dragen aan het herstel en de wederopbouw van Gaza.
Partnerschappen voor de voortzetting van praktijkonderwijs
Vakken zoals geneeskunde, diergeneeskunde, verpleegkunde en techniek vereisen praktische training die niet volledig kan worden bereikt door middel van online onderwijs. Dit is vooral van groot belang voor laatstejaarsstudenten in deze vakken die toegang nodig hebben tot laboratoria en praktische trainingsfaciliteiten om af te kunnen studeren. We verzoeken om de toelating van studenten tot academische programma’s en het financieren van deze toelatingen aan internationale instellingen, waardoor ze hun studie af kunnen ronden en hun diploma’s kunnen behalen, in samenwerking met universiteiten in Gaza.
4. Ondersteuning voor studenten in ballingschap
Veel studenten zijn gedwongen in ballingschap gegaan en hebben ondersteuning nodig om hun opleiding voort te zetten. We proberen deze studenten toegang te geven tot online onderwijs aan hun thuisuniversiteit of, waar nodig en in samenwerking met universiteiten in Gaza, toelatingen tot bij instellingen in gastlanden, zodat ze hun studie kunnen voortzetten en uiteindelijk kunnen terugkeren naar Gaza om bij te dragen aan de wederopbouw.
5. Faculteitsbeurzen
Gezamenlijke beurzen
Er is dringend behoefte aan beurzen in samenwerking met internationale instellingen die docenten uit Gaza ondersteunen om aan hun thuisuniversiteit in Gaza te blijven werken of om voor hen in ballingschap te werken. Hoewel toelatingen tot internationale universiteiten vitale hulp bieden aan docenten die gedwongen waren Gaza te verlaten, moeten ze, om de integriteit van het hoger onderwijssysteem in Gaza niet te verzwakken, waar mogelijk worden ondernomen in partnerschap met universiteiten in Gaza. Samenwerkingsbeurzen kunnen academische programma's en de capaciteit van universiteiten in Gaza helpen versterken en tegelijkertijd individuele docenten ondersteunen.
6. Samenwerking op het gebied van onderzoek
Reactie op noodsituaties
We zoeken samenwerking met internationale onderzoekers om te helpen met op kennis gebaseerde planning in verschillende sectoren. Deze samenwerking is van vitaal belang om in de directe behoeften te voorzien en de basis te leggen voor herstel op de lange termijn. We verwelkomen onderzoekspartnerschappen met internationale universiteiten en academici die tegemoet komen aan de directe behoeften van de universiteiten in Gaza, hun faculteit en studenten.

Universiteiten in Gaza zijn geregistreerd bij- en worden gereguleerd door het Ministerie van Onderwijs en Hoger Onderwijs van de Palestijnse Autoriteit.
